Disclosure first. Rob Fore, who edits topearners.net, holds a live affiliate position in Traffic Authority, the company Greg Chambers co-founded. Rob was also a List Leverage affiliate in the past, and List Leverage signs up its affiliates through Streamlined Marketing Systems, Inc., the same corporation that runs Traffic Authority VERIFIED. One more tie runs through a third party: an unpaid testimonial from the editor appears on one of Matthew Neer’s sales pages, and Traffic Authority sells Neer’s List Leverage software. Greg Chambers runs a traffic brokerage from Tallahassee, Florida. Mirror copies of the state record list him as a director of Streamlined Marketing Systems, Inc. (SMSI), incorporated on 15 Dec 2008; John C. Stalvey is its officer and registered agent VERIFIED via mirror. The BBB file and his own LinkedIn call him Traffic Authority’s owner VERIFIED; self-reported on LinkedIn. The business sells email-click packages from $220 to $8,397, plus a $47 monthly tool license and a $97 monthly training license, and its plan pays two affiliates on every traffic sale VERIFIED, homepage and plan.
The brands change; the corporation does not. CPC Broker, a cost-per-click brokerage, ran from about 2010 or 2011 to 2014 VERIFIED: LinkedIn, self-reported; USPTO record via Justia; Wayback. Infinite Leverage System was an SMSI name from 2009, relaunched as a traffic opportunity in late 2014 VERIFIED. Traffic Authority launched in August 2015, a date four separate records agree on VERIFIED. Affiliate Mentor followed by February 2025 and Traffic Ignition in the summer of 2026, both contracting through SMSI and both on Traffic Authority’s server VERIFIED. The homepage claim of supplying traffic “for the past 18 years” appears unchanged on every archived version from 2017 to 2026, so it dates nothing VERIFIED.
How the plan pays. An affiliate earns only up to the package level he has bought or unlocked; a sale above that level passes, with its commission, to the next two qualified affiliates upline, and the plan says that buyer can never come back to the affiliate at that level VERIFIED, plan dated 14 Jun 2016. A free account opens a level once it has handed three sales at that level upline, and the plan states that no purchase is required. The same plan also says a position must be activated to earn, and it defines an active affiliate as one who has paid the monthly or annual Reseller License Fee VERIFIED. Commission takes 45.5% of the cheapest package and 47.6% of the dearest, so a little under half of every traffic sale goes to affiliates VERIFIED arithmetic. The income disclaimer still projects $500 to $2,000 a year because the company “has recently launched”, the same band TINA.org quoted in September 2015 VERIFIED.
Income. No personal income figure exists VERIFIED absence. A List Leverage company page claims Traffic Authority sold more than $15 million and paid more than $7 million in commissions in three years VERIFIED as a company claim, unaudited. The page carries no date; it was first archived in October 2019, so those are the three years before it was written INFERRED dating. Spread over the 40,000 “team members” the page counts, the commissions come to about $58 a year each VERIFIED arithmetic; what “team members” means is UNKNOWN. Nothing public shows the company’s size today UNKNOWN. The grade is C-.
An undisclosed connection. Neer’s Digital Bankroll site shows a testimonial under the name “Greg Chambers” crediting one of Neer’s systems with “additional $5M in sales” VERIFIED live. Neer’s sites have shown at least four different testimonial texts under that name since December 2021, so this is a testimonial attributed to him on Neer’s site, not words shown to be his VERIFIED captures. No page discloses that Traffic Authority sells Neer’s software. In a 2022 interview on Neer’s channel, the auto-captions read “when i met my partner greg it all came together” VERIFIED as captioned; speaker INFERRED as the host.
The record. No court, regulator or enforcement action naming Chambers or SMSI was located in the searches that completed; the CourtListener searches did not complete UNKNOWN for dockets. SMSI’s affiliate agreements require arbitration, bar class actions and give claimants one year, so affiliate disputes may never reach a public docket VERIFIED. The adverse record is company-level: a 2015 TINA.org ad alert, nonprofit commentary that names Traffic Authority and an affiliate called “Mack” but not Chambers, and a BBB complaint history VERIFIED as to what each says. There is no caution flag.
“The Wrapper Relay” [PARTIALLY REPLICABLE]. Chambers controls two things: a supply of email clicks and a commission plan that pays buyers to resell them. When one opportunity brand slows, the same supply moves into the next one. Infinite Leverage System gave way to Traffic Authority in 2015, Finish Line Network was folded back into Traffic Authority by 2018, and Affiliate Mentor and Traffic Ignition followed in 2025 and 2026. Every one of them contracts through SMSI and runs on one server, and overlapping promoters sell them; Mack Mills appears at several VERIFIED for the corporation, server and dates; promoter overlap CORROBORATED.
Why it holds up. Clicks get used up, so buyers reorder; Mills describes pages of repeat buyers in his back office VERIFIED as his statement. The supply came before the plans: CPC Broker sold clicks to the same home-business crowd with no commission plan at all VERIFIED. Reach is borrowed. Chambers has a LinkedIn page with 91 followers, while promoters with email lists collect close to half of each sale and vouch for him on camera VERIFIED. And the plumbing is reused. A new brand needs a domain and a plan, while the agreement template, the support desk and the member platform are already built. Traffic Ignition’s 2026 pages still carry text from Finish Line Network VERIFIED.
What a newcomer can take. The plan design and the reusable platform can be copied INFERRED. The vendor and promoter relationships cannot, because they are personal and took years to build; a late starter can substitute a rated solo-ad marketplace for supply and a published per-click price for the opaque package ladder INFERRED. Leave out the parts the record flags: a tenure line that never updates, a training “guarantee” next to a no-refund rule for used traffic, a “recently launched” projection more than a decade old, partner testimonials without disclosure, and sites that never name their owner VERIFIED as present.

This dossier scores 36, Tier 3, cohort Program. The label “Traffic-program owner” fits the record: he directs the corporation behind several opportunity brands, and none of them carries his name.
Income: 13/40. The only figures are the company’s own, undated and unaudited, on a page first archived in 2019 VERIFIED as claims. They describe a business that sold in the millions for a few years; how much of that reached him is not public UNKNOWN. Taking the claim at face value, sales less commissions left roughly $2.67 million a year to pay for clicks, staff and owners, and the subscriptions, which cost little to deliver, are where the plan’s margin sits [arithmetic on a company claim; INFERRED]. A six-figure owner share in those years is believable on that math but is not shown INFERRED. Docked because no personal figure exists, the dating of the claim is inferred, and nothing public measures the company today UNKNOWN. His own tax summary, a record of owner distributions or audited company accounts would move the grade.
Audience: 4/30. He has no personal channel, his LinkedIn has 91 followers, and the company’s YouTube channel has 2.12K subscribers and no public videos VERIFIED. His reach belongs to the promoters who sell for him: Mack Mills, Matthew Neer and others post the videos, run the Facebook groups and mail the lists that bring buyers in VERIFIED as named. No video or audio of Chambers speaking was found, and his LinkedIn About section repeats the company’s homepage copy VERIFIED.
Activity: 13/20. His corporation opened Affiliate Mentor in 2025 and Traffic Ignition in 2026, and the Traffic Authority storefront is live and still edited VERIFIED. Promoters were posting Traffic Ignition reviews and day-by-day journals through August and September 2026 VERIFIED by their pages. Docked because he publishes nothing himself and the company’s public output is new brands rather than a steady stream of content VERIFIED absence.
Dossier value: 6/10. This is a clearly documented case of a click-supply business wrapped in a resale plan, with prices, commissions and contracts on the record VERIFIED. Held back by brand sites that name no owner, a projection still calling the company new after eleven years, and partner testimonials with no disclosure VERIFIED.
Three facts behind the score. (1) No caution flag. No adjudicated or regulatory matter names him or SMSI in the searches that completed. The TINA.org alert and the BBB complaints concern the company, and the court-docket search did not finish, so the finding is “none located”. (2) The company is documented and he is not. His director seat, the contracts and the trademarks are on record, but his pay appears in no public document. (3) The tenure line is copy, not history. The “past 18 years” sentence has stood unchanged since 2017, and the paper trail begins with the corporation’s founding in late 2008, so how long he has sold traffic before that rests on one promoter’s memory.

Traffic Authority front page. Proof and promises. "past 18 years", "over 5 million clicks in a single month", "100% USA and Canada based", and a testimonial saying Traffic Authority "is going to change the game for everyone looking to make money online in 2015 and beyond" VERIFIED; none substantiated on the page. Delivery reads "All orders start delivering clicks to your website instantly" in one paragraph and "your traffic will start delivering within the first 7-14 days" in the next VERIFIED: the page contradicts itself.
The opportunity pitch. "When you become a Traffic Authority reseller, you will get access to all the tools you need to start your own online traffic brokerage business ... we have the most powerful payment plan you'll ever see called Infinite Leverage" VERIFIED. Capture is a "Create Your Free Account" modal, a popup asking "Did you know you can earn money by becoming a TrafficAuthority affiliate?", and a prompt for "the username of the person who invited you here" VERIFIED.
Back end, per the plan. Free account, then the $47 monthly Optimizer (including the $20 reseller fee), a package purchase to unlock commission levels, the $97 monthly Academy and the $997 annual bundle VERIFIED: plan.
Refunds. "a thirty-day, money back guarantee on the initial subscription fee. All subsequent subscription fees are nonrefundable ... Traffic that has already been used is not eligible to be refunded under any circumstance" VERIFIED: terms.
Traffic Ignition. "Become a 3 Pillars Member - $49/month ... And a position that's yours from the moment you're in", then "Every active member in your organization pays you, five levels deep, every month" and "Matrix commissions. Traffic commissions. Fast Start commissions. Matching bonuses up to 50%." VERIFIED. The footer says "No product purchase required to participate in TI's compensation plan"; the plan pays on active members, and Traffic Authority's plan, the template for the family, requires a paid license for a position to earn VERIFIED for Traffic Authority; Traffic Ignition's own activation terms UNKNOWN. Mills' math: "$49 a month, it's split five different ways ... There's a $40 fast start" VERIFIED as his statement.
Income disclosures. Traffic Authority: "Since Traffic Authority has recently launched, it lacks enough statistical data to prepare reliable income disclosures ... the average annual gross income for Affiliates is projected to be anywhere between $500 and $2,000", live today; TINA.org quoted the same band in September 2015, so it has stood for more than eleven years VERIFIED.
